Sociologist, writer, and educator. Born in Panama City. He earned a Bachelor's degree in Literature from the José Dolores Moscote Institute in 1962; a degree in Sociology from the National Autonomous University of Mexico in 1969; and a Master's degree in Sociology, specializing in Public Policy and Development Issues, from the Latin American Faculty of Social Sciences in Quito, Ecuador, in 1983. Maloney served as Full Professor of Sociology at the Faculty of Humanities of the University of Panama. He was also Professor of Sociology at the Universidad Santa María La Antigua from 1974 to 1984, and at the University of Monterrey from 1972 to 1973. He was Acting Director of the Sociology School at USMA (1974–1975) and Director of the Department and School of Sociology at the University of Panama (1985–1990).
